May 9-10, 2001

I.  Introduction

A Peer Review Team representing the Commission on Elementary and Middle Schools of the Southern Association of Colleges (SACS) made an on-site visit to the Clyde Riggs Elementary School on May 9, 2001 and May 10, 2001.  The Team conducted a five-year review of the school’s Quality School Improvement Process which is an important step in the process of continuing accreditation by SACS.  Members of the Team included Suella Arrington, fifth grade teacher at Charlotte Elementary School in the Dickson County School System, Clara Patterson, Principal of Glenellen Elementary School in the Montgomery County School System, and Vivian McCord, Principal of Charlotte Elementary School in the Dickson County School System.

The review team’s five primary functions were:

1.  To assess the adequacy of the school’s improvement planning and implementation process.
2.  To identify the strengths of the school deserving commendation.
3.  To develop recommendations intended to strengthen the school’s programs, activities, and performance results.
4.  To assess the school’s compliance with the Standards of the Commission on Elementary and Middle Schools.
5.  To develop a written report of the findings.

In preparation, the peer review team carefully reviewed the school’s self-evaluation study, which was sent to each member in advance of the scheduled visit.  The school used the National Study of School Evaluation (NSSE) materials to complete the Planning Phase of the Quality School Improvement Process.  During the on-site visit, the Team performed the tasks listed below.

1.  Toured the facilities and observed programs and operations.
2.  Reviewed documentation provided by the school.
3.  Conducted interviews with school staff and other school stakeholders.
4.  Applied the Standards of the Commission on Elementary and Middle Schools.
5.  Developed through consensus a report of findings and completed the required certification form.
6.  Developed a recommendation regarding accreditation for Commission approval.
7.  Conducted a brief exit interview with school staff.

Documentation for the Team’s work was made readily accessible.  Administrators, teachers, support staff, students, and parents were open and honest about the strengths of their school and areas where additional improvement were needed.

The Clyde Riggs Elementary School Staff and other stakeholders made the on-site visit a personally and professionally rewarding experience through their hospitality and open communication.  The team sincerely hopes that the work will benefit the school in its efforts to improve student performance.

 

II.  Evaluation of Planning

1.  Commendations

A.  The beliefs and mission statement of Clyde Riggs Elementary School were succinct and clearly understood with emphasis placed appropriately on school, community        and student learning.

B. Evidence exists of a unified faculty, staff, and administration, as well as open                communication between the school and community.

C. The administration and planning team clearly demonstrated their primary goal for this school improvement process is to improve student learning through effective teacher         instruction. 

2.  Recommendations

A.  Document evidence/data, which can support improvements in perceived areas of need noted in the prior self-study.

B.     Utilize instruments available to measure instructional and organizational      effectiveness as a means of assessing on-going progress.

C.  The entire faculty should reach a consensus as to the completeness and acceptability of each section as well as the total school improvement plan.

 

III.  Evaluation of the Action Plan for School Improvement

1.  Commendations

A. Goals focus on improving student achievement across the curriculum.

            B.   All goals in SIP are clearly stated and measurable based on student-driven data.

2.  Recommendations 

A.  As funds or resources become available, educators and other stakeholders should work toward adding computers and necessary support systems to enhance the technology use in each classroom.

Rationale:
  Both students and parents voiced the desire for students to have more
computer usage available.  This would enable students more access to global learning and Accelerated Reader.

 

IV.  Evaluation of Implementation

1.  Commendations 

A.     Safety issues were addressed and improved significantly.

B.  The discipline issues noted in the prior SIP have been positively addressed by the administration and the faculty.  The use of character education along with consistent rules and expectations has encouraged the change.  

2.  Recommendations 

A.     Include information from section I to support issues that have been addressed and improved.

B.    Continue the efforts being made to enhance the atmosphere and content of the library/media center to make it the hub of the school.

 

V.  General Evaluation

1.  Commendations 

A.     The faculty and staff have created a nurturing atmosphere for students and visitors alike.  It is very evident to all that each member of the staff has a genuine enthusiasm for teaching and a total commitment to children. 

B.     The principal’s leadership encourages open communication, teamwork, commitment and cohesiveness of staff members. 

C.     A high degree of parental involvement and support is evident throughout the total school program. 

2.  Recommendations

            A.  The mission statement needs to serve as a focal point for students.  The mission                     should be visible throughout the building and understood by all.

 

VI.  Summary Statement 

The Peer Review Team found the Clyde Riggs Elementary School to be an outstanding school with a competent, caring, and professional faculty and staff who are highly focused on providing opportunities for experiences which enhance student performance and ensure success for every student.

The team determined Clyde Riggs Elementary School to be in compliance with all SACS standards and to have adhered to the School Improvement Planning Process.  Therefore, the Peer Review Team recommends that Clyde Riggs Elementary School continue with accreditation.
